Drill into the head with a drill that is slightly larger than the screw diameter. Once you drill deep enough the head of the screw will come off the rest of the fastener. If both sides are stripped, do this to both sides. Once the heads are off, you should be able to get the stem off. At this point, either bring the stem to a machinist to remove the broken screws, or buy a new stem which will likely be cheaper.

If you don’t want to do it yourself you could bring it to Lbs they would probably do it for you for pretty cheap

By threaded do you mean stripped? If the head is stripped and you can’t get a tool in there then you’ll have to drill it out and use an extractor of some kind.
If you can get the tool to grab at all, try tightening the upper bolt a bit more to take pressure off the lower bolt.
