I’ve heard good things about Evapo-Rust. Nontoxic, you just need to be able to submerge the whole rack which might be tricky. It’ll probably be bit pitted from the rust, but it looks like it was painted originally so if you’re planning to repaint that shouldn’t be too much of an issue.

I doubt that you’re ever going to get it back, I might humbly suggest that you wash it, polish whatever shiny bits still exist and embrace it’s old age, clear coat the rust even.

Can you unbolt it or is it welded to the frame?
I’d take the rack off and bring it to a professional for sandblasting.

Soak in phosphoric acid

Remove the rack. Slather with CitriStrip. Saran wrap overnight. Scrape paint off.
When paint is fully removed, soak in Bar Keeper’s Friend solution. or Brasso solution. Or Coke.
Brush rust off, then sand to desired finish. After cleaning/degreasing, primer then, then sand some more. Paint after 3 days afterwards when the primer gassed off already.
