Could be a motor, but there’s no obvious cables. Could be one of those super wide flange hubs that’s supposed to increase wheel strength by using shorter spokes. Or could be a coaster brake thing with a lot of room for cooling.

So thats called an ass saver ( the foldable fender) and the cards in the spokes are usually from alleycat races. Oh shit are we talking about the hub? That things huge
Thats an all-in-one motor made by the italian brand Zehus. It basically is a motor and a batterie inside a giant hub. I had one of these, and I liked it pretty much. The nice thing is: You can upgrade many non-e bikes with it and to many eyes your bike wont look like an ebike at first glance.
Drawbacks are the smaller battery (50km range at best) and you need power socket where your bike stands for charging. Oh and its pretty heavy obviuosly 😄
