Low end department store bike from the 1790s or early 1980s. Wasn’t worth much new, let alone rusted and worn out.
Looks like a Positron shifter. They can be difficult, and hard to find replacement parts.
If you’re going to ride it, put on some quality brake pads, assum8ng you want to be able to stop.

Yeah the Positron rear derailleur dates it to the late 1970s. This is a department store quality bike, but I am actually a low-key fan of such bikes and think they’re really fun to learn how to rebuild a bike from the frame-up. They also actually work much better when they’re properly assembled and make great commuter/bar cruiser bikes. I’d rebuild this from scratch and have a very comfortable around-town bike.
