Some background, I’ve recently taken ownership of a 2020 Norco Fluid. The previous owner put frame protection, but the one for the downtube is old and crusty.
I tried removing it carefully (with some heat, vinegar, other household items) but the adhesive residue mated with the paint, and removing the residue also removed the paint in the process
1st picture shows the current finish, 2nd picture was when the frame protector was still in place
Some questions
1. What is the white stuff? Is that the undercoat?
2. To get the original orange finish back, do I need to sand it down, or have it professionally resprayed?
3. What are some good frame protectors that won’t leave any destructive adhesive residue?

The white could definitely be the aluminum primer. Hard to tell from the photo. Professional respraying would be expensive. I am not a professional painter but I would guess that it would need to be stripped to the bare frame and sand blasted or some other method to remove all of the old paint before respraying.
Id just try for another frame protector that’s a good match for the frame colour
