1. flip the lever over into position then tighten the hex bolt in the center. This will tighten the lever into the axle and might give enough purchase to undo it.
2. undo the hex bolt in the center and remove the lever. Then cut a new 90 degree edge for the lever to sit against. Use a file or a dremel type tool. The aluminium is soft so it shouldn’t take long.
Both options assume the axle isn’t seized in the hub or fork. I’ve removed and replaced more of these than I can remember. It’s a poor design but works fine if you are careful. Buy a maxle with a hex key slot or the newer style. If in doubt let a mechanic do it, it’s not a difficult job for a shop but it’s easy to mess it up.
