This is the frame from a 1941 Schwinn. It sat outside for a ridiculous amount of time before I came into possession. Someone obviously frankensteined or repaired the frame at some point with those ugly welds. Where I’m at now is here. The seat stem is stuck in the frame. I tried every possible trick in the book to get it out, and I eventually just hit it with my dead blow hammer to try to knock it loose, and now it’s just in the tube lol is this salvageable or should I just take my losses and move on?

Did you try heat? Might just be some lawn art at this point mate
if you want to, you can weld something on the seatpost to remove it and heat the seat tube with a heat gun or a blowtorch and put some WD40.
I would try and thread an eye bolt or weld something onto the top of it to see if you can’t rotate and pull the post out. Possibly heat from welding would also break the corrosion bond.
Run a tap into the seatpost and pull it out with an automotive puller. You can rent all that at an auto parts store like O’Reilly.
I’ve lost a few vintage frames over the years to this.
Here’s a suggestion that worked for me once: drill out the post to accommodate a naked hack saw blade attached to one of those sliding handles, cut the post from the inside out just until you reach the frame, repeat on the opposite side of the post. It’s slow going, I did it a little at a time over a month or so but the post collapsed and came right out once the cuts were made.
Have you tried heating the seat tube (frame) and cooling the seat post? Using a pull hammer?

Ok update! I managed to drive a bolt through the center of this gear puller bracket to affix it to the post. It feels like it’s on there pretty good. Now I’m just trying to wrap my head around the best way to use this for leverage. Would a slide hammer be my best best?
Can you get to tube from Bb end if there’s a hole into the seat tube of frame? Tape up bottle bracket holes if they are there and douse the heck outta that from underneath then try the hub puller method someone suggested
You want to get a slide hammer on there.
After you use copious penetrating oil or heat, give it some really good whacks.
Soak it well with something like Kroil, or PB Blaster. I would pass up WD40 as I don’t think it works as well as these do! Then I’d weld a plate to the seat post and start twisting it out.
Judging by the state of the frame I’d just bin the lot.

The hole in the top of the seatpost seams weird to me. Is it possible that it is a quill style post?
Weld something on that seatpost and hit wirh hammer upwards and lots of oil
