Not really, but they are probably left long from the factory for two reasons: 1) it would cost more labor to cut them to the perfect size and they are probably using a ‘standard’ brake cable for multiple models. 2) the buyer may want to modify the brake system after purchase and it may be easier to do so if they have some slack in the cables.

That would irritate me to no end, trying to ride that bike and the cables being close enough that I could lick them.

These are much longer than necessary, and the longer the housing, the more spongy the brakes will be. Since the rear brake housing is continuous, the spongy feeling will be even worse.
Housing should be as long as necessary, but no longer.

Good wire cutters could shorten yours, pull inner cable up so there’s an inch or so inside where you cut (so pliers don’t squish the housing.)
