Never tried on a bike but if you pretend its a car there are many products and techniques. If its a gloss finish, and the scratches are only in the clear coat, there would be no harm trying a car polish (scratch remover). Hard to see but you may need something more aggressive like compound then polish or wet sanding, compound and polish. The idea is you use an abrasive to take down the scratches, but the abrasive makes its own scratches so you use finer and finer abrasives back up to a polish. Research car polishing and the same techniques should apply. A polish and elbow grease will probably mellow those scratches a little but you prob need several steps to really get rid of them and this is all provided the scratches are in the clear coat and there is enough clear coat. Bottom line is look into car polishing/detailing.
