Pull that silver leaver outwards and it should lift up. If not loosen the round thing opposite the silver leaver

Second picture. Pull lever, it should loosen the seat clamp. Raise seat, push lever back in to re-clamp.
They are be tight! The seat post can be stuck.
Sometimes you need to twist the seat back and forth as well as pulling. Make sure it’s straight before clamping again. Sitting on a crooked seat is rough.
