
Trying to set up the brakes but because of its movement it keeps hitting the brakes causing friction no matter how I set the brakes.
Any one have any ideas why my wheel keeps doing this?

Um, it’s out of true!!!
Your wheel needs tensioned and trued. That’s way too much movement for rim brakes.
You can attempt to true the wheel on the bike with a spoke wrench but a truing stand works best, but they are not cheap, definitely an investment. A local bike shop should be able to fix this for a reasonable price so long as there are no other issues with the wheel (out of true radially, spoke rot, rim sidewall issues)
Basically, the spokes normally have even tension and hold the rim straight. With use, stuff loosens and bends. A shop can straighten that up. I don’t recommend diving into DIY truing unless you want to nerd out on the whole process of wheel building.
