So I am to take care of this old Cannondale fully hardfronttail – and the cantilever setup on it is amusing… However – are those rollers actually used or in any way from a factory setup!? Or did someone just add them??
This looks kind of like the Cannondale “Force 40” system. Not sure if it is earlier or just a cruder version than the one’s I’ve seen, but it’s definitely stock. That said, you can swap it out for a regular straddle cable.

Some old Treks had similar setups. In those cases it was definitely a factory setup.

It’s called Force 40. It helped add a bit of mechanical advantage and modulation to cantilever brakes. Worked well if the time was taken to set it up properly. Trek did something similar for a short time.

I have that setup properly on an old f500 headshock. Don’t like it, why didn’t they keep it simple? It works so I haven’t bothered to change it, but yours needs repair, I’d want to make it a typical canti.

I remember those pulleys were Cdale way of ensuring equivalent pad pressure. The contemporary design back then, whichever side the lead cable is directed towards is the side that grabs the wheel first.

I don’t remember them from BITD, but I also don’t doubt they are meant to be there. Cannondale often did strange and inventive things.
I found a picture of a [cannondale m700 frame](https://www.worthpoint.com/worthopedia/vintage-1992-cannondale-m700-mountain-314256164) from 1992 with a similar yoke (sic?). 1992 was a guess.
