Steel wool. For more control you can roll up some foil into whatever shape you want and use that instead. It’ll rust again without a proper coating though, so taking it off to replace or spray with some clear coat would be recommended

#0000 steel wool and some car wax. Rub the heck out of it and buff it with a cloth. Might be cheaper and easier just to replace the cup.
