This handlebar has a recessed gap at the top so no need for a spacer. I cut it down a little less than I should have so I can’t preload it without using one.
The photo is of the headset correctly preloaded using a spacer.
Is my best bet filing it down?

Or would you put the steerer cutting guide back on 2mm below and just saw that off?
The recess in the stem is 5mm so I have some room to work with
I’d put a 2 mm spacer under the top cap.
