That could just be the aero fairing. It isn’t a structural component and is added on to create the aero shape. The structural wheel is inside of it. It makes it far cheaper to create a line of different depths since they only have to have a single run that they attach different fairings to.

If it’s carbon, a specialist repair shop may be required. They should have the equipment and expertise to inspect it properly.
From the side bar. Do not ride. This is hella sketchy. Carbon sometimes has squish like this, but not this much, and it is not a good idea to squish it.

Looks like a delamination. I think it will not suddenly broke to destruction, but it definitely seems like a structural damage.
