Looks like for a bell based on this picture, but I’m sure could be for other purposes if it’s threaded inside for mounting a bar bag or something like that. Quite an attractive stem.

Similar to this Nitto Grand Bois, the threaded hole is for mounting a bell.

If it’s threaded, it may be for direct mounting a friction shifter. But those usually have a square base.
