The rubber in this spot got really tough. Luckily it doesnt go all the way through,
I just wonder how it happened. Perhaps some road salt that got stuck somehow?

Looks like you tore a lug off. The base layer of rubber is often a harder compound then the top layers. Shouldn’t be any issues with continued usage.

That lug got squeezed between something like a crack in pavement and got left behind. Happened to me a bunch on a dual sport motorcycle I use to commute on. It happens more in cold weather.
It happens especially on tread that is square. Personally that I is why try and get tread that is not squarish on bikes and motorcycles.
If it has square lugs then look for different alignment like in a chevron pattern like emp donnley tires do.
