Hard to tell from the picture, but probably not. You can monitor it to see if it’s getting worse.
I wouldn’t worry
Ride it and monitor it. If it gets worse stop and replace it. If you are truly concerned you can put a vulcanizing patch on the interior for extra security.
It’s a minor surface wound, I think you can ride it for a long time with no problems.
