It is also only on 1 side of the frame
That’s some poor welding! We’ve had a few batches of BMX frames we warranties for this issue before they hit the sales floor. That being said it is steel so anyone with some TIG skills could fill that if it’s out of warranty so at least seal it from water
Probably not a gas vent, that hole looks like it was put there after the weld, usually the gas vent is done first
