Had my first scratch on the top tube of my steel frame. While it sucks, I knew it was gonna happen at some point. I have applied clear taping on down tube and want to do the same now with the top tube. Should I do anything about the scratch before applying the tape to prevent it from getting worse or I can just cover it with a tape.

Time to strip it and powder coat it all over again.
I think most people would say you’re worrying too much and this is normal wear that adds character to the bike.
If the small scratch is rusted, then take some Barkeeper’s Friend (oxalic acid) powder and water and make a wet paste. Use a toothbrush and clean it. Rinse well, then cover with matching nail polish (optional) then apply crystal clear enamel spray paint to the scratch. Give it time to set and cure and then you can very mildly wet sand with 2000 grit and then polish it out.
If this is a Surly, it likely has been treated with an electro deposition coating bath during production on the internal tubing for rust prevention, so you really only have to worry about the exterior.
My late grandmother used to put plastic coverings on all of her furniture, and look where it got her.
Seriously, just leave it alone. That frame will likely outlive you.
You could get a new bike but that might be overdoing it a bit.
Most people will tell you to just ignore it, but I am pretty OCD about my bikes, so I can understand where you’re coming from. I try to avoid scratches even on durable materials like steel.
Covering it with tape should be enough. If you’re really OCD like me, you could go to an auto store and see if you can find an automotive touch up paint that is close enough to your frame color. They’re much better than nail polish since they’re formulated to last a long time unlike nail polish, which will either fade or discolor from UV exposure sooner or later.

Precut pieces are easier to work with, but this stuff will literally cover your entire frame for half the price of most kits. I’ve been using this brand for 5 years. It’s uv stable and great. Just be sure you clean the area well before applying.
