Something is binding the tensioning arm. Check dealer manuals for maintenance guidelines. Or start with some soapy water and a brush.

The derailler has a notch that fits into a notch on the holder/frame to keep it in place. It looks like it’s come out or that notch has broken off. So now it’s just rotating.

Could also be the clutch, it’s known to cause problems on Shimano derailleurs. At least I’m wondering why the arm doesn’t move.

Dismount it, clean it and service it in accordance with manual. Shimano have published all of the manuals for the their derailleurs.
