Unfortunately hit the ditch today and found these damage in the seatstay. Are they superficial or structural? Safe to ride? Thank you.

Looks fine to me. I believe that area is usually solid carbon but I might be wrong.
Tis but a scratch. Ride on!
Unless you see obvious crack, feel a creaking noise, or tap and get a dull sound, the carbon will be completely fine.
