Does the back tire look like a 14 year old has ridden the back wheel for half a mile at a time?
The issues you brought up can be easily replaced (new pedals, new brakes, new chain, etc.) so could be a good point to haggle down, probably $500 or less.
Otherwise better off just waiting or getting new.
