For any other equivalent bike the same age, that would be a fair price.
I recommend you pass on this one because this model has problems. Trek only made this aluminum frame with the rubber isospeed seatpost joint for a couple of years before it was discontinued, because the seatpost tends to crack.
400 is still too much IMO. If it had Ultegra maybe, but old Tiagra is not going to shift all that well.
