Should I replace it or is it fixable?
Also I’m not sure what I can do to prevent my bike from getting damaged from the rain, as I have to leave it outside almost every day.

Do you occasionally lube your chain with a oil based chain lube? That wil probably stop most of the rust.
Don’t know if this chain can be saved though.
Time for a new chain and for you to start lubing the chain with a wet lube. As for protecting the bike from the elements, a simple tarp will help tremendously.
