    You need to tighten the bolt ON TOP of the stem (as you’re sat on the bike looking down at the handlebars) That’s the bolt that stops the handlebars moving up and down.
    The nuts you’re tightening are what holds the forks in the frame, the bottom nut needs to be tight enough to remove the play, the top nut is the locknut that needs tightening against it to stop the whole thing coming undone.

  2. The handlebars are the bars you hold in your hands. They are connected to the rest of your bike via the stem and tightened (in your case) with that bolt underneath. The stem is the vertical tube that goes inside your bike frame. The stem (in your case) can slide up/down and rotate left/right. The handlebars can swivel up or down inside your stem.

    Can you please clarify which of these things is happening?
