The derailleur looks messed up, but in theory you put the washer on the bolt and then slide it through the hole in the mech and then screw it into the frame.

The ‘teeth’ on the washer engage with the gaps on the derailleur. It should be more obvious when you clean them up and offer them up to each other.

If I am seeing that correctly the ring used to hold the bolt in the hole at the derailleur. The bold threads went into the silver part, the derailleur hanger.
At least the rear derailleur is toast. The hanger may be repairable with a gauge that any bike shop should have.
