It seems like an obvious stuck chain link, but I can’t find a sticky link anywhere. It’s a brand new chain and has lubricant. In the video you can actually see the master link on the top side of the chain, so I know the master link isn’t getting caught in the derailleur. It only happens under high torque and I can’t recreate it on the stand. What else could be causing this?

Is your masterlink fully closed?
From the looks of the chain line, appears to be in big ring, correct? If it’s in the smaller ring, the shift pins on the big ring could be making contact with the chain and picking it up, then dropping it.
Another possiblity if the big ring is wornout, the chain is riding on top of the teeth then dropping into place.
