My brakes are rubbing, and the regular fixes haven’t worked. So far I have triple checked that wheel is seated correctly and tried many times to realign the caliper. The rotor is always rubbing on the inner pad. I was trying to turn the inner pad adjuster but it would budge no matter how hard I pulled or pushed on it (both directions). Any ideas on why it won’t adjust or if that is even the right fix?

What pad adjuster are you pushing and pulling? There should be a 5mm hex on the inner side you turn right to adjust inward.
Is the small inset grub screw right on top of the caliper backed out? This is a set screw that is meant to hold the inner pad adjuster in place. Should be a 2mm hex. Back it out a half turn and see if the inner pad adjuster will turn.
Not sure if this is related to your issue, but I think there should be a barrel adjuster where the cable meets the brake caliper
