Do I need a new chain or do I need to use a certain product for this? Is this rust? Sorry I am new to E-Bikes. I am driving in winter cause of my job and also often in rain. Thanks for the help!

It’s generally surface rust and the chain is still usable. Get a wire brush and brush all the rust off of the chain. Then get a wet weather lube and apply to the chain. If you are constantly out in poor weather you will need to clean and re-lube your chain often to keep it from getting worse and also to prolong the wear life.
It needs a good deep clean and invest in a good wet weather lube . Start a regular cleaning routine it will help prolong the life of parts.
All bike chains needs oiling regularly
It could be surface rust, or it could be worse. What you need to do is remove the chain and clean it thoroughly, and then have a look at how deep the rust went. If it were me I’d just buy a new chain for $20, clean the shit out of the cassette (it’s absolutely disgusting) and then fit the new chain.
It’s all good. Spray it all with WD-40, then go to town on it with a wire brush, wipe it down with a cloth. That will take care of the corrosion. Oil up the chain and anything else that moves. If oil thing regularly, that will keep the moisture out and keep it from corroding.
It just needs used more! And a bit of lube as it looks bone dry!
