One is a label on the glass. The other shows you the pressure in the tube etc.

I’m guessing it’s because one is your current value and one is your set value. I believe you can rotate the top ring and it will rotate the larger red needle.
I’m just guessing here as mine is set the same way but I can rotate the top ring to set the one needle where I want.
