Aside from the decals, if that seat height is correct for you the frame is too big. You need the right size frame before worrying about decals.

If the decals are not covered by a clear coat, you should be able to remove them.
Use a heat gun gently, on a low setting. It should soften the adhesive and the decal material and you can scrape it off gently with a plastic scraper. I have also sometimes used the blow dryer set on high.
You can clean up any remaining adhesive with a little bit of WD-40.

Don’t worry about comparing saddle height with today’s bikes. Short seat posts were standard for racing bikes of that generation. Great looking bike.

Heat gun on steel or aluminum tubes will remove most adhesive. Just heat it and wipe with a paper towel. This only works if they are on top of the paint. Heat is great for removing any gooey stickers that might be on the bike (ride safe stickers / bike shop stickers / price tags / etc).
