Dropper will now stay down, but only after momentarily applying pressure after releasing the lever. Does this mean there is something wrong with the cartridge (internal seal or something)?

Have you tried backing the cable tension off a few turns to see if that fixes it? If not then it’s probably something wrong w the internals of the dropper.
The line might be a little tight, try pushing some of the housing back into your frame and see if it helps. Possibly even loosen the seat and pull a little slack all the way back through the frame. I’ve had that issue before usually after adjusting my seat.
My guess, is something is wrong in the internal routing or the switch on the bottom of the dropper. Something is holding that switch open slightly. Could be friction in the cable or something at the switch.
I’ve seen this happen before. If you take a normally function dropper, and slowly feather the lever, you can get the post to rise up slowly like this on almost any dropper.
That is my guess here. Kink in the housing, sharp bend inside the frame, the ferrule connecting the cable/housing to the dropper switch inside the frame at the bottom of the post could be out of alignment, something like that.
How does the lever feel? Have you pulled the dropper out and looked at the connection?
Also, it could be that you’ve overtightened your seat post clamp.
yeah loosen the cable a bit with the barrel adjuster. if that doesn’t work, you can also try unclamp the seat post and grab the housing from the front, try and work out any kind of kinks that could have formed where the cable comes into the seat post
Cable may be tight, loosen tension at the lever should be a little dial adjuster.

Looks like the line is too tight. Also, YT postman droppers can also get stuck (different than your problem here).
Re: getting stuck (if it happens to you)
The cause: when you push the button which pulls the cable it actuates a lever and that lever pushes a small pin. That pin/lever mechanism exists within a circular spacer and because the circumference of the circle is wrong it can allow the lever to wedge itself against the pin. I’m not sure if this is the result of the seat being depressed at an angle or excessive tension on the cable. I do know that since I swapped put the circular spacer, it has not happened again.
