Best way to secure these two to the rack? Too heavy for the pannier bag, and looks ugly with a bungee. Can’t carry on the frame as it’s a small step through bike. Topeak rack FWIW.
Too heavy for a pannier? I’ve carried 2 gallon water jugs in mine. Also some panniers come with the top of rack bag as well. You have a lot of options when it comes to top of rack bags

I’m also wondering the same.
When i need to carry two D-locks, put one on the rack (my rack has one of those swing arm things that holds stuff down) and one mounted to the Frame (using kryptonite hanger). I only take one D-lock when I commute to work where the locking area has CCTV, otherwise I alway carry two. I also carry a Uniqlo swing bag with my essentials and a cable lock, in case I need to do quick pit stop.

I can’t see enough of the rack to tell for sure, but will the “U” portion of the locks fit vertically down the open inside channel on either side of the rack?

Will the U slide vertically between the rack’s outer frame and the horizontal panel over the wheel? I’ve done that and used a Velcro strip around the locking part of U-Lock to secure it to the rack.
