Just bought this FS MTB didn’t flip bike over when checking it out got home and saw this, should I be concerned? What can I do to prevent cable from continued rubbing damage to this area?
Not a big deal. You can put an adhesive velcro circle there to prevent more

It shouldn’t cause issues unless you keep letting it go unchecked for many more years. I noticed one of these spots early on after buying a new bike. I used 2 layers of 3m helicopter tape on the frame side, then wrapped the cable in several layers of the helicopter tape as well.

You bought this bike used? That was not caused by the cable. They struck something.

Nah it looks clean, just put some strong clear tape over it if you don’t mind how it looks.

Since it doesn’t cover the whole frame number I would not be concerned about ownership.
As for structural integrity; this should be fine. Add a bit of clear tape or thin adhesive foam to prevent further damage and you are good.

You can buy a cheap cable guide if it bothers you, but I would be more concerned about how much wear the bike had.

That’s a high centering on a rock scrape, not cable rub. Unusual. Harmless. Invisible. Go ride.
