The twist shifts are too stiff for my kid. Would these work as a decent replacement?

Those are nicer shifters IMO but just replacing thee inner and outer cables would go a long way to fixing this
The short answer is yes.
That bike needs quite a bit of work to make it a reliable and smooth running bike, though.
