Hang your chain on when the wheel is off
Chain hanger. Hang your chain there when pulling off the wheel.
It’s for easily and cleanly removing the rear wheel from a geared bike. It makes no sense on a ss. I suspect that this frame design is based on a road bike and they simply changed the dropouts without doing any other design changes.
