Unless something terrible happens and Pogacar doesn't finish or gets hurt, everyone is racing for 2nd
Skjelmose is probably the second best rider competing and he didn't finish with Pog even once on any mountain stage in TdF. Pog will have to have been slacking in training for the last month to a supreme level for it to be remotely close.

When Vingegaard crashed early in the Tour, the stars aligned for Pogacar to win the Tour-Vuelta double. He wasn’t pushed every stage in the Tour and he won’t have anyone push him every stage for the Vuelta. The question will be how fresh will he be for the Worlds with a number of single day racers being fresh and ready.
