My Reynolds wheels came preinstalled with rim tape. After a couple of years it looks like this? Why? I’ve always used tubes, never tubeless.

Probably the movement of the tube that does this. If you’re not experiencing any issues and still planning to ride with tubes I wouldn’t bother replacing it.
I would personally never be able to leave rim tape looking like that, so I would replace it.
