To be 100% sure you would ultrasonic test it.
To me, it’s a crack.

Clearly bent showing a crack in the paint. If that area is brazed on then the brazing has cracked. Should be fixable.

If you take it apart, check to see if the bolt isn’t to long, maybe it is, and it’s bottoming out to lift it to crack on that side; due to the direction of the handlebar impacting the catcher, the crack should be on the other side.
Yes it is a crack; It could have had a weird impact.
