Not sure spinning the dust cover tells you anything. How does the bearing spin with the crank installed? Replace the bearings (or the whole BB) if they’re worn.

This is not supposed to spin freely. This looks fine to me, does it feel smooth or gritty? If gritty, replace. Its cheap and easy. If smooth, leave it alone.

Does it feel smooth or not? Test it with the finger inside the hole, to feel if the inner side, the one which contacts the axle. In the video you´re touching the outside plastic seal, moving that around doesn´t inform you about the state of the bearings at all. If it doesn´t feel perfectly smooth change it, it´s easy and not expensive. I change mine (sram dub) every year. (I ride in rain and mud and I can´t get it to last more than a year.)

You’re turning the dust cover on a bearing with a fair amount of sealing. These bearings do NOT just flick/spin. Turn the bearing itself and feel for play/slop/roughness/gritty spots. If found, replace. If it feels loose, replace.
And wear some gloves. Grease and metal dust soaking into your skin isn’t a good thing.

Yes. Don’t expect it to keep on spinning. There’s almost zero mass to keep it going.

Spinning the dust cover doesn’t tell you anything. Stick your finger in and turn the bearings. If they feel smooth they are good, if they feel notchy replace it.

That’s the dust cover. Put the cranks back on (no chain) and see how it feels.
It’s probably fine. Sealed BBs last a long time.

Crank has to come off. That plastic shield doesn’t tell you a thing. Feel the bearing with the spindle out, smooth stays, gritty gets replaced.
