Pipe wrench if you have one. Remove the rest of the broken pedal first.

Check the opening in the crank arm, sometimes pedals have an Allen keyway in the part that threads into the crank arm.

Does the spindle have an Allen head?

In that last picture it looks like there’s an edge. on the spindle. I may be mistaken. But that’s why I have a pedal wrench.

Allen key or if it doesn’t have one and you have an angle grinder just cut the pedal off make a flat spot on the spindle and use a big adjustable!

1 pedal is reversed thread, right?

Make sure you’re loosening the correct way – should be rotated towards the back, counter clockwise. I think BMX Guru still has some of those Transit V2 cranks closeouts for $30 if you really can’t budge it. Oof…
Tighten it to undo it mate, it’s threaded the opposite way so it doesn’t unscrew itself while you pedal

Licking pliers. Set them up so you can barely close them.
If you are not totally weak, they will not slip.
