I am getting conflicting information on this: Should I remove this plate between the rear derailleur hanger and the rear derailleur body (Shimano RD-R7150)?

No. However, you *should* rotate it approximately 90 degrees clockwise so that it sticks out backwards, not down.
That plate is removed and you mount the body of the derailleur directly to the hanger if and only if your bike has a Shimano Direct Mount hanger. You do not. Right now, though, it’s mounted wrong, so your shifting isn’t going to work properly anyway until you rotate the link.
I don’t think you have a direct-mount hanger, but your B-link should be closer to parallel with the ground (rotated clockwise in your picture).

No do not remove that plate, that is not a direct mount hanger on that bike. You do have it installed wrong though. take off the derailleur, on the back of that plate you will see a tab, this tab must run against the tab stop on the derailleur hanger. this plate should be near horizontal to the ground not vertical when mounted correctly [https://si.shimano.com/en/dm/RARD010/install_rear_derailleur?q=rd-r7150](https://si.shimano.com/en/dm/RARD010/install_rear_derailleur?q=rd-r7150)
