That’s not a “chip”. Don’t ride them. That could compromise the integrity of the rim 🙁

You would have to sand it down (wet sanding only to not inhale the dust) and see how deep the damage is. It the damage doesnt extend more than 1/3 of the thicknes, then it could be repaired (but it will not look pretty). More than 1/3 means it is done.
P.S. from the picture, it looks like almost all the way through, so probably dead.

That gouge exposed the carbon weave, which means it’s past cosmetic and into structural. Don’t ride it, start shopping for a replacement rim.
