    I’ve seen this when the little tooth on the derailleur is mounted past the stop on the hanger. Unscrew the derailleur, turn it 90° clockwise, and reinstall.

    If you only changed the hanger it’s unlikely to be the chain length?

    Derailleur hangers have a tab with a flat surface that sticks out from the bottom about half an inch. Derailleurs have a screw that sticks out the back. That screw is used to add or remove chain tension and should rest on the aft side of the hanger tab.

    You need to remove and re-install the derailleur, being careful to capture the hanger tab with the tensioning mechanism(b tension screw)
