2009 Kona Paddy Wagon. My first proper bike and now only the frame and forks remain. I'm thinking of building it back up again.
I haven't been able to part with it over the years and the storage of the F+F hasn't been great(damp shed(s)).
I'm fairly confident that the steel is sound and it is just surface rust bubbling through the paint. Cosmetically I am not bothered, just wondering what if anything I should do to the rust patches?
Steerer Tube – just fine abrasive required here right?
Thanks in advance.

It’s quite a lot to explain, I recommend watching some of restoration videos on YouTube and also to find similar chemical components to what they use in video in your area cuz in my case for example I didn’t have the same ones in access.
But basically remove any paint that is about to chip off, use rust removal solutions, clean and then either pain those parts or just cover with polish to prevent further rust.
Sand the frame spots down and hit them with clear coat to keep rust from spreading. That steerer tube is rough though, soak it in Evapo-Rust before reassembling.
That steerer tube is looking pretty rough… You can try Evaporust, but that’s a lot of surface rust there. In my view, Evaporust is more for small parts and bolts. For that steerer tube, I’d try a[ wire brush attachment](https://www.harborfreight.com/stainless-steel-rotary-wire-wheel-and-brush-set-5-piece-71054.html) with some WD-40 as a lubricant. If that doesn’t cut it, you’ll probably need to sand it with something like 100 grit sandpaper.
