My bike was just stolen, which gravel bikes would yall recommend?

My Salsa Journeyer was stolen from my hospital and I’m looking for a cheap lightweight gravel bike that can fit pannier bags. I’m also looking for recommendations on a pannier bag that I can wear as a backpack, affordable bike light for commuting, a decent lock, and tracking device.
