Picked up this bike for 200 bucks the other day and I’m looking for some advice on improving it up as a family/commuter bike.
It’s a Giant rigid hybrid/ATB with:
Steel frame and rigid fork
700c wheels with Schwalbe Billy Bonkers tan-wall tyres
3x drivetrain
Shimano LX rear derailleur
Full-length rear cargo rack (stainless)
Front porteur rack
BMX-style swept bars
Rim brakes
Already planning on replacing the handlebar grips and changing the rear rack with an old Tubus Cargo to support a kids seat. Quite happy with my saddle despite it being beat up.
Would appreciate any advice!

Full length fenders/mudguards and lights.. a commuter bike is incomplete without both.
Cross-post it in r/xbiking.
The folks over there specialise in classic steel frame bikes with funky and creative components.
I personally would swap the bottle cage for one in the same green colour as the brand name. Then I’d add little accents and highlights in the same colour. Put some brake fingers on in green. Change the schraeder valve caps to green ones. You get the idea.
Oh and one of those classy looking bronze coloured bells with the sweet ding ding sound.
Switch out the pedals too. Green ones!
I do like the swoop and shape of the handlebar.
If it fits, I sits. Looks great to me. Make the changes you mentioned, tune it up and roll.
