That driver does not look elderly, and I think he had his seat belt on. He was wearing glasses, so he probably would pass the sight requirements. However, he was in traffic in the drivers seat, not concentrating or looking where he was going. Unfortunately, there are still some people around, who think they have a right to drive while drunk, with a defective vehicle, without a seat belt, and without obeying speed limits. That is as well as holding a phone in their hand while driving. Fortunately, it is now against the law, and photographs can be admitted as evidence.
The "Dexter" bicycle in the cycle box was a strange shape. 🤷
