I’ve been looking for a reasonably priced full suspension bike and found a specialized stump jumper with 26 inch wheels for 200 bucks. Do you think that it’s a good upgrade over my giant hard tail also with 26 inch wheels. I do not have a dropper post or pneumatic brakes on the giant.

Pass that bike is far older than it looks, 2005. Btw it has cable brakes just like yours.
Any full suspension bike less than $800 is probably not worth riding. You will be better off with a modern hardtail.
This one definitely isn’t.
The only case where I could think of a sub $800 bike being worth it would be a buddy deal or a family deal.
